If your sheet is 2.5m × 3m
2.5m = 250cm
3m = 300cm
total area of sheet = 250 × 300 = 75000 cm^2
Area of smaller bits to cut out = 10cm × 15cm = 150 cm^2
Number of bits = 75000 ÷ 150 = 500
You can cut out 500 bits of 10cm×15cm

4 cm wide strip is cut from rectangular sheet all around, then we obtain a rectangular sheet PQRS, having
