there is no equivalence between CC and HP but there is a relationship between these :

as 1 hp is equal to 746 watts ( a measure of power) or about 550 foot pound / seconds

usually, if more air / fuel we can stuff in a cylinder that is properly combusted , it will produce more power -

this can be done by :

1. increasing volume ( CC or cubic inches)

2. super changing using some of engines energy to run a turbine to stuff more air in the engine.

3. turbochanging.. using the exhaust to run a turbine that will power the another turbine which stuffs more air in the engine.
