Only eleven African states are listed as 'free' under the Freedom Index; Botswana, Mauritius, Cape Verde, Senegal, Tunisia, Ghana, Nigeria, Sao Tome and Principe, Namibia, South Africa, and Benin.

It is easier to enumerate how many do have a democratic form of government. The Economist Intelligence Unit publishes an annual ranking of countries by the degree of genuine democracy,For Asia and Africa, those meeting the minimum level of 6/10 [“Flawed Democracy”] are:

Asia

South Korea, Japan, Taiwan, Philippines, Indonesia, Timor Leste, Singapore, Malaysia, Mongolia, Kyrgyzstan, India, Sri Lanka, Mauritius

Africa

South Africa, Botswana, Namibia, Lesotho, Somaliland [not Somalia], Ghana, Guinea, Cap Verde

If you raise the bar to 8/10 [“Genuine Democracy”], we are left with just South Korea.
