19 will have electronic configuration= 2,8,8,1

hence the number of electrons present in the outer most shell=1

(or)

element with At.No=19 will have configuration= [ 1s^2, 2s^2, 2p^6, 3s^2, 3p^6, 4s^1 ]

hence the last shell is 4s which has  1 electron.

thus, by both ways the answer is 1.
