here Q= 3.5nC = 3.5 x 10-6 C

e = 1.6 x 10-19 C

so  

3.5 x 10-6  = n x 1.6 x 10-19  

n = 3.5 x 10-6 / 1.6 x 10-19  

n = 2.1875 x 1019

so 2.1875 x 1019 electrons should be removed to acquire a positive charge of 3.5nC
