We have 10 digits, 0,1,2,3..., 9

Out of which have to take four digits at a time,repetition is allowed(As we can see on vehicles),

So,

n=10

r=4

No.of plates to be formed

 {n}^{r}  \\  \\

So,

Total number plates to be made

( {10)}^{4}  \\  \\

Option 2 is correct.

Note*:A number plate starting from 0 is also considered as 4 digit.

for eg:HR 36A 0208 is a valid number plate.
