The number of four digit numbers from 99 to 3000 are 2000. The 4 digit numbers from 99 to 3000 starts from 1000 to 3000. Therefore they are 2000.

    = Largest four digit no. - smallest four digit number(between 99 and 3000 )

We know that 
Largest four digit no. between 99 and 3000 = 3000
Smallest four digit no. between 99 and 3000 = 1000

So-
Total four digit numbers between 99 and 3000 = 3000 - 1000
                                                                          = 2000
