I will write combination notation like this: (n,r) where n is number of objects to be selected to fill in r slots

At least four men is also equivalent of saying less than four men in the panel is not permitted. Therefore, I can subtract the number of ways of selecting less than four men from the total ways I can select :

(18,6)-(7,6)-(7,5)\cdot(11,1)-(7,4)\cdot(11,2)-(7,3)\cdot(11,3)= 10626 ways
