Find the slanted height:

The radius, height and the slanted height formed a right angle

a² + b² = c²

c² = 7² + 24²

c² = 625

c = √625

c = 25 m

Find the curved surface area:

Curved Surface Area = πrl

Curved surface area = π(7)(25) = 550 m²

Find the area of the base:

Area of the base = πr²

Area of the base = π(7)² = 154 m²

Find the total surface area:

Total surface area = curved surface area +  base

Total surface area = 550 + 154 = 704 m²

Find the metres of the 5m cloth needed:

Number of metres needed = 704 ÷ 5 = 140.8 ≈ 141 m

Answer: 141 m of the cloth is needed.

TooFree: Wondering if the tent has a base. My answer is assumed that there is.
chopraneetu: no base area should not be added
