The reaction between Carbon(C) and chlorine(Cl2) can be understood to be in the form of this equation.
1C + 2Cl2---------> 1CCl4
Hence, 2 parts of chlorine reacts to form 1 part of CCl4 as visible from the equation.
So, 19.3 mol is 1 part.
So, 2 parts is 2 X 19.3 mol => 38.6 mol
Hence, 38.6 mol of Cl2 is needed.
