There are two cases

case1 :when repetition is allowed

To fill first place= 6(since no. Can't start with 0)

To fill second place=7

To fill third place=7

To fill fourth place=7

To fill fifth place= 7

To fill sixth place= 7

To fill seventh place =7

So possible combination = 6×7^6/2!×3!

=58825

Case2:when repetition is not allowed

To fill first place=6

To fill second place= 6

To fill third place =5

To fill fourth place =4

To fill fifth place =3

To fill sixth place =2

To fill seventh place= 1

So possible combination =6×6×5×4×3×2×1/2!×3!

=360
