A normal element is presumably an element made of one set of atoms. If that is the definition accepted of element, which it is to me, then a normal element is just that, a group, cluster, or arrangement composed of of atoms of the same element: e.g. a crystal of carbon, an enclosed gas of neon, a liquid of mercury.
