Answer:

We have to form numbers between 800 to 4000.This can be done in two parts..

(1)Three digits numbers from 801 to 999.

Total numbers are 2*7*7-1=97

Hundredth digit from 8,9 =2

Tenth digit from 0,1,2,4,5,8,9 =7

unit digit from 0,1,2,4,5,8,9 =7

800 should omitted

(2)Four digits numbers from 1000 to 3999

Total numbers are 2*7*7*7=686

Thousandth digit from 1,2 =2

Hundredth digit from 0,1,2,4,5,8,9 =7

Tenth digit from 0,1,2,4,5,8,9 =7

unit digit from 0,1,2,4,5,8,9 =7

Hence 97+686=783 numbers can be formed.
