Clearly, -39/70, -38/70, -37/70, -36/70, -35/70, …….., 0/70, 1/70, 2/70, 3/70, 4/70, …….., 18/70, 19/70 are rational numbers between -4/7 and 2/7. The total number of these rational numbers is same as the number of integers between -40 and 70, i.e., 70 - (-40) - 1 = 70 + 40 - 1 = 110 - 1 = 109.
