Explanation:

σ  bonds are the single bonds ( between any two atoms in the molecule there is 1 σ bond)    

the first carbon is attached to 2 hydrogen so 2  σ bonds here

the fourth carbon is attached to 3 hydrogen so 3 σ  bonds here

the first and second carbon are connected by 1 σ bond

the second  and third carbon are connected by 1 σ bond

the third and fourth carbon are connected by 1 σ bond

so there are a total of 8 σ bonds

now all bonds other than σ bonds are π bonds

the first and second carbon are connected by 1 π bond

the third and second carbon are connected by 1 π bond

the third and fourth carbon are connected by 1  π bond

so we see that there are a total of 3 π bonds
