It is alredy activated you don't have to anything just go to anyone profile whom you have to talk and there will be an option of chat with an blue icon of peron with message line.

but whenever I tap the message icon.... a notice comes on my screen 'answer some more questions to activate personal chat

You have to help atleast 5 people to activate your personal chat.
I have helped 72 person's but still it is not activated
When I first came I also tried this but it didn't happen then I answered 5 questions of people then I was able to chat.
oh but I don't what happened with my account
