Probably easiest to convert all measurements to millimeters and then calculate.

1 meter = 1000 millimeters; 18 1/5 meters = 18.2 meters

18.2 x 1000 = available stock in millimeters = S

1 cm = 10 millimeters

15 1/10 cm x 10 = 15.1 x 10 = Length of cut pieces in millimeters = L

S / L = number of pieces that can be made from the available stock; any fractional left overs are waste.

You can do the math.
