The Right of Children to Free and Compulsory Education (RTE) Act, 2009 passed by the Indian Parliament mandates free and compulsory education of all children of 6-14 years age until they complete elementary education in a school. There is also a reference of children with disabilities in the Act, who are to be given elementary education in the age range of 6-18 year. The Act also has a provision for every child, who is above six years of age and has not yet been admitted to any school or could not complete his/ her elementary education due to any reason, to be admitted in a class appropriate to his or her age. The child admitted under age-appropriate admission has a right to receive special training or additional instruction to be at par with other children of the class.


Some of the issues faced by the school I teach include:


a) Financial challenges, since the state government are unable to fund free education for the children I am teaching at present. Being a part of a backward state is a major hurdle in receiving funds from the Centre, and the State Government are unable to fund free educational implementation from their own side.


b) Challenges of having unqualified teachers with improper method of implementing teaching methods. The fact is many untrained teachers bought their way into school without proper educational background, and they remain either on leave or never do justice on their teaching prowess.


c) Challenge to provide Infrastructure like proper school building (in dilapidated state), improper toiletries, and without even energy and technology (like electricity and computer).


d) Challenges to bring child labourers and orphans to school, where children living in backward region under below poverty line has become very common, owing to fund shortage and improper implementation of education by authority.


To solve these challenges, I would suggest:


a) The Central Government should impose a time limit to release funds to the states, and State Government should show full commitment for the implementation of the Act. The state government should look into the matter of all schools, including the school I am teaching to provide the minimum required infrastructure facilities, which is the major neglected areas. To meet budgetary constraints, stress must be given on cost effectiveness and accountability at every level.


b) To meet the increasing demand of qualified and trained full time teachers, the qualified teachers in required number must be recruited at the earliest without “buying the job”. Pupil- teacher ratio must be maintained as per requirements.


c) It is time a proper district School Inspector is appointed to check the implementation of and technological, economical, infrastructural systems as an integrated approach to meet these challenges.


d) Free reservation seats for orphans, child labourers, and children under below poverty line in the tribal region should increase, which is a step to be ensured by the Central and State Government.
