Solution:

1  - out side rectangle

4   -  half of the rectangles  ( two horizontal , two verticals)

4   -  Quarters  of the rectangles

8    - 2 rectangles in each Quarters  of the rectangles

4   -   rectangle formed with combination of a quarter rectangle + half of other quarter rectangle

Total Rectangles =  1 + 4 + 4 + 8 + 4

= 21
