I think this line shows how much effort must we put on our work to achieve what we want. Like, a student must be wandering, "I always try my level best yet my teachers aren't satisfied with me, What's so wrong?!" So it's just like that "How many times must a man walk down before you call him a man?" How can he prove his strength to the world.
Some people somewhere also used to say the number of scars a boi got on his face represent his strength. Well, this idea is ridiculous but it's about society, how can we earn respect in their eyes, or something like that.
These lines have been taken from "Blowin'in the wind" by Bob Dylan and I've read it in my College Song Book (the only thing I wondered about in Chapels was the interpretation of the song lol ^^")
I guess, the idea of the song is "time will tell" as we're not limited to a fixed number of roads. We can walk however long we want. But in the end it doesn't matter as person who's walked miles will end up in the same place as a physically disable person. (after they die)
As to cannonballs, how many times shall they fly before they're banned, "We don't know!" Only future can tell, right?
I guess it talks about time span and realization. It's probably about how people turn a deaf ear to other's plea or how they sometimes get blinded by the lights that they can no longer see the aftermath of their wrongdoing.
