7 digit number less than  6 x 10⁶

Hence 1st digit must be  5  

if 1st Digit is 5    Then remaining digits are  6

where 6 and 9 are repeated

hence 6!/2!.2!   =  720/4  = 180

Hence 180 seven digit numbers  less than  6 x 10⁶
