At STP, the concentration of HCl will be 1M. This means that 1000ml of HCl solution will contain 1 mole.

Therefore 0.8ml of HCl will contain 1x0.8/1000 = 0.0008moles

The equation for the reaction is

NaHCO3(aq) +HCl (aq) ———-> Nacl (aq) + H2O (l) +CO2 (g)

From the above equation we observe that 1 mole of HCl reacts with one 1 mole NaHCO3

Since the mole ratio is 1:1 and the moles in 0.8ml of HCl are 0.0008moles, we would require exactly 0.0008moles of NaHCO3 to neutralize 0.8ml of HCl

hope it helps!!
