When CO2 dissolves in aqueous solutions, part of it reacts with water to form H2CO3, carbonic acid. In turn this dissociates to H+ and bicarbonate (HCO3-). The intrinsic pKa1 is 3.6, so this second reaction is very spontaneous in neutral or alkaline solutions, pulling the overall reaction forward. This results in a large amount of CO2 dissolving, even though most of it is in the form of bicarbonate not CO2. Oxygen (O2) does not go any such reactions, and it is a nonpolar molecules, so solubility in water is slight (~0.25 mM at room temp, atmospheric pressure, 21% O2). However in blood there is hemoglobin which binds O2 tightly, significantly increasing the amount of oxygen that can be carried from the lungs to other tissues. I don't know if the fact you refer to is taking this into account.
