Solution:

Here we know that 4 will come onece in 4, 14, 24, 34, 40, 41, 42, 43, 45, 46, 47, 48, 49, 54, 64, 74, 84 and 94

here the 4 appears for 18 times

4 will come twice in the digit 44

So,

18+2=20

Hence the 4 will occur 20 times between 1 to 100.
