The given digits are 3,7,9 and repetition of digits is allowed.
Out of the given digits, the possible ways of choosing the two digits are
3,7;3,9;7,9
Using the digits 3 and 7, the n numbers are
37,73,33 and 77.
Similarly, Using the digits 3 and 9, the numbers are 39,93, and 99.
Using the digits 7 and 9, the numbers are 79 and 97.
Hence, all possible 2−digit numbers are
37,73,33,77,39,93,99,79,97

Actually it is same as when repetition is allowed,you can add million's of 3,5,7 but it won't matter.
