To find,

The minimum number of resistance.

Solution,

Let us connect 3 resistors of 2 ohms resistance in series such that the equivalent is given by :

R = 2 + 2 + 2

R=6 ohms

Now, if we connect 6 ohm and 2 ohm in parallel, then equivalent is given by :

\dfrac{1}{R_e}=\dfrac{1}{6}+\dfrac{1}{2}\\\\R_2=1.5\ \Omega

Hence, if we use 4 resistors of 2 ohm each, then the equivalent is equal to 1.5 ohms.
