If there were no decomposers, they would not add to the carbon dioxide content in the atmosphere as they would not be respiring. If the dead plants and animals were not decomposed, they would eventually (over millions of years) become fossil fuels as they are placed under heat and pressure from other dead matter on top of it. These would then be harnessed and combusted, again releasing CO2 into the air from complete combustion of fuels.
