The party who wins the election and has majority in Legislative Assembly elects a leader who informs the Governor of the state about it's majority in Assembly and Governor invites him/her to form the government and he/she forms the government and becomes Chief Minister of the state. Then he/she chooses some of his/ her MLAs or the person who can win the election of the MLAs as Minister of his/her government to run the business of the state. It is totally prerogative right of the CM to whom he/she chooses the council of Minister. In this way MLAs or other person becomes Minister.
After the elections the MLAs of the majority party elect their leader who becomes the chief minister. The chief minister then selects some MLAs from the ruling party to lead different ministries. These MLAs are appointed by the Government of the State as ministers.
