Answer:

The most striking peculiarity presented by a mob is that whoever be the individuals that compose it, however like or unlike be their mode of life, their occupations, their character, or their intelligence, the fact that they have been transformed into a mob puts them in possession of a sort of collective mind which makes them feel, think, and act in a manner quite different from that in which each individual of them would feel, think, and act were he in a state of isolation.

For the planned large gathering, the police and the administration should take preemptive measures so that the gathering does not turn violent. For this, they should make adequate security arrangements, ambulances and appealing to the leaders of the gathering to keep the gathering or protest peaceful. They should also start working on their grievances so that the crowd retains its faith in the administration.

What is challenging is mob violence which is due to some instant event like recently people lynching outsiders in Tamil Nadu on the suspicion that they were child kidnappers. Similar mob lynchings were reported in Hyderabad as well. To control such mob violence, we need to have deterrent. This can be developed by removing the culture of impunity and bringing the perpetrators to justice. More over, we should develop people’s confidence in police, administration and judiciary.
