ANSWER
Usually small farmers find it difficult to get loan from the banks as their economic condition is very weak.
whereas medium and large farmers get enough money from the surplus they get from their farms.
So it becomes easy for them to get loan from the co operative and rural developments banks as they are financially good. Members of their family working in cities also extend financial support .
The poor small farmers depend upon big farmers for loan who put high rate of interest on them and get exploited which again results in poverty.
