Actually, it is uniform motion
but When we switch ON the fan, it starts from rest, its velocity increases and reach to the maximum value, since velocity is increases, so its motion is non uniform. AS fan moves in circular motion , so its direction of velocity changes at each and every point so it is an accelerated motion hence non uniform motion.

The motion of a fan considered to be non uniform becoz it's motion is accelerated motion as the velocity changes with change in time. As we know that when we switch on the fan it always starts from rest as a result its velocity increases . As the velocity increases the motion is in non uniform motion.
