The reaction is as follows -
2Mg + O2 ---> 2MgO
2 vols + 1 vol ---> 2 vols
MgO formed is 1 kg (given)
2 volumes of Mg form 2 volumes of MgO
1 volume = 0.5 kg
Hence, 1 kg of Mg is burnt in 0.5 kg oxygen to give 1 kg of MgO
