Net sown area refers to the area sown more than once in an agricultural year. The states of plain regions like Punjab and Haryana have more percentage of net sown area.
a. If we compare the data, the net sown area has changed indeed marginally from 45.26% in 1960 to 43.41%, but this is primarily because the data does not include the percentage of fallow land, as such land is cultivated  once or twice over two to three years and then is left uncultivated for many years. If this land is included than net sown area would have been 54%.

b. Net sown  ares also varies from state to state.  For example , States like Punjab and Haryana have high net sown area because these regions have high fertile alluvial and black soil, levelled land. These states have favourable climatic conditions and good irrigation facilities.
