We will used the definition of kinetic energy of a body to answer your question.

The kinetic energy of a body is equal to the product of one-half of its mass and the square of its speed.

Since the mass of the car does not change with speed then the kinetic energy is directly proportional to the square of the speed.

The square of 4 is 16 therefore the kinetic energy is increased by 16 times.
