Explanation:

Water evaporates and reaches high into the atmosphere where the hydrogen and oxygen molecules of H2O are broken apart by cosmic radiation and even possibly by electrolysis from lightning.

However, there are numerous water bearing small meteorites that enter the Earth's atmosphere on a daily basis. These could be replenishing the water supply and even very very slowly increasing it. However, if or when our atmospheric pressure begins to lessen , water may begin to rise to higher and higher levels eventually leaving the gravitational pull of the planet. This is what is believed to have happened on Mars. The atmospheric pressure lessened to where liquid water could no longer exist on the planet's surface. And what remained evaporated away from the planet or became frozen at the poles.
