water is a polar molecule , since it has a slight positive charge at the one and a molecule and a slight negative charge at the other end of the molecule .the water molecule (H2o) consists total of 10 protons and 10 electrons, 8 from the oxygen atom and one from each of two hydrogen atom .since Proton is a positively charged particle and electron is negatively charged. thus there are 10 +ve and -ve charge in water molecule. that is why the water molecule is neutral.
