0.2 molar means 0.2 Moles of NaOH in a Liter of pure liquid water. So, basically all you need is 200 ml of such a solution. Now 200 ml is 1/5th of on Liter of water, this also means that only one fifth on the NaOH which was there in a liter will be there in our sample of 200 ml.
