We know,
1 hectare = 10000 square metres

Now,
Length of each side of the square shaped farm =√Area
=√10000 m^2
= 100 m

Now,
Perimeter of the square shaped farm
= 4*Length of each side
=(4*100)m
= 400 m

Since, rate of fencing = Rs. 23/m
Therefore, cost of fencing the square shaped farm = Rs.(400*23)
= Rs. 9200
