When there is drought, i.e. no rains for a long period of time, the water bodies start drying up, there's a scarcity of water for drinking, day to day activities and most importantly it hampers agriculture to a large extent.
Whenever it rains, there's ample water supply for growing crops( for feeding such a huge population), also it fulfils the daily needs of every living being including drinking, industries, etc.
