Newton's II law of motion states, the rate of change of linear momentum with respect to time is called FORCE.
and,
Newton's I law of motion states, every body continues its state of uniform rest or of uniform motion until and unless it is compelled by any external FORCE to change that state.
so, by this we can say, if there is a change in linear momentum of a body then there is a change in state of that body.
