It creates a runtime environment where you can interreact with the computer and it's parts as well as allows you to run applications. An operating system acts as a messenger since it takes user input and converts it into a low level programming language, usually binary which the computer hardware can understand hence displaying output, this allows you to simply execute complex processes with a click of a button.
