how people become a liability on the nation

people become liable on the nation if the do not have proper education, health, skills and knowledge. When they don't have these, they can't do any work, so automatically they become liable.

Firstly liability means when a person is a burden on someone or maybe in this case the country..
So the person can become a liability only when it is not earning or not adding something to the national income of the country..morever it can also be when he or she is ill and cannot do any work so they can become a burden on the family or perhaps the nation or the family will have to invest more in his treatment now, with no guarantee that he or she will recover...
