because the main aim of political parties is to rule the country/state. It would happen only with the votes of the people. So the political parties aim to gain the votes of the people. So they get the support by making the needs accessble to people. It creates the competition to the political parties and the political parties are forced to serve people. the party which serves more to the people, will get the majority of votes from people.
