In higher altitudes,the atmospheric pressure decreases. So, the boiling point of the cooked food decreases, due to which it is cooked less efficiently. A pressure cooker increases the pressure,so that the boiling point can be raised and it can be cooked properly. For example, when we need to increase the boiling point or the pressure is low, we use a pressure cooker.
