Experiment. That's the only evidence. Even then, there are many experiments which disagree with Newton's laws.
The second "law" of motion is not a law; it's a postulate. There is nothing which we can call a "law" in science because we are forced to start from unproven but logically sound assumptions. We would then figure out what the implications of this are, test those implications by experiment and see if they work; if they work it's evidence in favour of the postulates (but not proof), if they don't work we have to modify the postulates.
Newton's laws don't agree with all of the experiments. They work well enough for our everyday experience but they don't work for modern electronics (you need quantum mechanics) and they don't work for GPS satellites (you need general relativity).
