now as you have not referred to as anything related with current in ur question yet i ll discuss it here as the colleague of mine just gave ur answer on the reference of current so here it goes. whenever we consider the magnetic field's polarity aka whether the current flowing through a loop(we will consider the wire in loop for the explanation) is north pole or south pole. we always consider the direction in which current is moving for ex. if the current is moving clockwise in the circular loop south pole will exist while when the current is moving anticlockwise, north pole will be the polarity. now as we know in general nature it has been seen that unlike poles always attract each other while unlike pole repels so when we take two circular loops with same polarity (north-north or south-south) and place them close enough that they come in each of their magnetic fields they will go away from each other aka a repulsive force will act that is due to the magnetic forces hence that is how repulsive magnetic forces can be created.
