Back in 1996 Russia was on its way of further breaking up and the most visible signs had been Chechnya's independence drive, Tatarstan's drive to change the alphabet for Tatar language from Cyrillic to Latin.

Chechnya
After the dissolution of the Soviet Union in 1991, the Chechen-Ingush ASSR was split into two parts: the Republic of Ingushetia and the Chechen Republic. The latter proclaimed the Chechen Republic of Ichkeria, which sought independence. Following the First Chechen War with Russia, Chechnya gained de facto independence as the Chechen Republic of Ichkeria.
Since October 2007 a jihadist organization with the name "Caucasus Emirate" has been active in the region and which would regroup a way larger territory than Chechnya and Dagestan as can be seen in the two maps below.
The Greater Caucasus Mountains serve as the southern frontier of Russia. To the north of these mountains, running east to west, lies the Russian agricultural heartland, flat and without any natural barriers. The Caucasus mountains are difficult to traverse by major military forces.
