How should the two resistances of 2 ohm each be connected so as to produce an equivalent resistance of 1 Ohm?

THEY SHOULD BE CONNECTED IN PARALLEL 
1/R=1/R1+1/R2
1/R=1/2+1/2 =1

The arrangement of the system should be in parallel.
We can prove it with the help of formula
1/R= 1/R1 + 1/R2
1/R = 1/2 +1/2
1/R = 1
R= 1 Ohm
