Mostly it is destiny and opportunity, the violent course of circumstances, and the fact that more things occur than what is predicted in the regulations, are codified by the law or have arisen from detailed political decisions. Any analysis of what it means to govern should begin with the finding that challenges our common understanding of things.

• For governing ourselves is to be unsatisfied with the normal path of things, one should be straight off, because it presumes politically an area of fact, understanding that what transpires to us can be configured otherwise from how it is exemplified to us such as by fate, belief, uncoordinated individual decisions or the mere accumulation of events.
