Slum is formed due to migration.
Over population also determines the formation of slum but even urbanisation matters.

Slums are formed due to urbanization People don't go to inner cities for a better life. They are born there, and end up stuck there, and it perpetuates upon itself. Businesses move out, crime moves in, opportunity dissolves, and those in this situation lose.
